I'm sure there are lots of folks who want to write for Family Guy (myself included).
You need to write some scripts. Do the research on how scripts are written, the proper format, etc. The works of Syd Field are usually taught in college-- he's written several books on screenwriting.
For a show like that, I'm sure they get a lot of unsolicited manuscripts which end up in the rubbish bin. You need to get a literary agent. How to get one? You need to have a few scripts you have written before one will consider you.
When you are trying to convince a particular show to accept you as a writer, the experts recommend wiriting a script for a different but similar show. Write a sitcom script for a different show. The reason is that the people who are working on the show now are close to the work and would probably be more critical of something written about their characters and show than they would be about a different show.
Remember that most Hollywood writers have spent years developing their craft and trying to break into the business. If you really want to write for a show, there is a lot of work to do first. I'm sure some of your ideas are funny, but if Family Guy (or any other show) responded to everyone who writes in with what they think is a great idea, they'd never have time to make the shows.
So if you want to do it, you really have to pay your dues. It's not a spur-of-the-moment decision. Good luck!
